What it does
2%/level to proc (6% at L3). On proc: launches the target upward with 0.6 velocity per level (more at higher levels).

Notes
- Pure disruption — it deals no damage of its own, it just launches the target upward.
- The launch scales with level, so a higher Fling throws further and takes longer to come down.
